AIA Victory! Rolling Clock Eliminated in Illinois

An announcement from Eric Klinner, EVP of AIA Illinois on the Rolling Clock:

One of our major legislative initiatives in 2024 was to amend the Illinois Architecture Practice Act as it relates to the Architect Registration Examination® (ARE®) administered by the National Council of Architectural Registration Boards (NCARB).

The rolling clock, the time frame put in place to limit ARE testers to five years for completion of all exams, had become seen as an unnecessary barrier to participation in the profession. When NCARB announced it was retiring the rolling clock in 2023, Illinois was one of only two jurisdictions in the U.S. that had the rolling clock written into their architecture practice statutes, requiring the legislature to remove it.

AIA Illinois worked with NCARB, the Illinois Department of Financial and Professional Regulation, AIA, and our AIA Illinois Legislative Committee (including AIA Chicago representatives), as well as members throughout the state, to eliminate the provision. Both chambers of the Illinois Legislature unanimously adopted bills to eliminate the rolling clock. On July 3, Gov. J.B. Pritzker signed Public Act 103-0627 into law, eliminating the rolling clock in our state.

This will go into effect on January 1, 2025.
